Dear Friends and Families of Kirov,
    
    Over the last few years, we have all faced many challenges to our programs which aim to provide hope and healing to orphans and other disadvantaged youth. Globally, political climates and attitudes in general became less friendly towards cooperative efforts. While the future seemed bleak, we never gave up hope and continued our best to push our humanitarian agenda forward.
    
    On June 27, 2007, we received a long awaited ray of hope. We were thrilled that our sister agency, Frank Adoption Center, North Carolina, was reaccredited by the Ministry of Education of the Russian Federation. With renewed spirit, we look forward to helping hundreds of children and families unite through adoptions.
    
    Frank Foundation President, Dr. Nina Kostina, recently traveled to the Kirov Region where she was greeted by the Governor and the Head of the Department of Education. We look forward to continuing our fifteen-year strong tradition of partnership to enhance the lives of the Kirov children. Along with our long-standing successful adoption campaign, we are very pleased to launch three humanitarian initiatives in direct partnership with the Governor’s office. We ask you, our dearest friends and families of Kirov, to help us help those children who desperately need our support. We are pleased to share these programs with you:
    
    I. Housing grants for fifteen orphans: In the year 2000, FFCAI launched a pilot program in Novgorod called “the Village Project”. Five special log cabins in the old Russian folk tradition were built using local resources and a generous grant provided by Frank Foundation and the Friends of Frank. With community support, these homes were awarded to five worthy youth who graduated from the orphanage system and needed a home to begin living independently. Since then, the project has expanded to include providing grants sufficient to purchase apartments or pay for dormitories for hundreds of young people from Russia, Kazakhstan and Georgia.
    
    Fifteen young people who have already proven to possess the right attitude and character to succeed with independent living have been selected by the Kirov administration to be worthy candidates for this program. Each person, despite their
    difficult early years of growing up orphaned and living in institutions, overcame these
    hurdles and is on the right path of breaking out of the cycle of despair and dependency. A grant of $1,000 to each young person will enable them to purchase an apartment to further support their ultimate goal.
    
    Goal: To raise a total of $15,000 ~ $1,000 for each worthy young person
    
    II. Support for orphanage for children infected with TB: One of the most desperate institutions in Kirov is this orphanage which has been quarantined for nearly a year. Little financial aid is available for the vast needs which plague the home. Everything from medicine, supplies, beds, equipment to extensive necessary repairs to the deteriorating structure is required.
    
    Goal: To raise a total of $10,000 to support the needs of the children of the orphanage.
    
    III. Grants for ten young, single mothers: In 2005, FFCAI launched the Family Preservation Program which aimed to help support families on the brink of disruption. Young mothers who often find themselves in desperate situations have little support to help them get through times of crisis. In a desperate move to save the child, a young mother may feel no choice but to give up her child to the care of the state. Once the child enters the orphanage system, the difficulties to break out are tremendous. Since its creation, the Family Preservation Project has helped many families stay in tact, all in the best interest of the children.
    
    Goal: To raise a total of $10,000 ~ $1,000 for each worthy young mother.
